I wave or raise and lower my lights to all Corvettes.
And the ladies do wave. When I bought my 04' last July and before I knew what "The Wave" was I felt very complamented when a lady waved at me. Then I found out the wave was normal between vette owners.

All I've seen in the NW is the opposite of that...stupid hippies.
I've passed at least a dozen C5's and C6's this spring (while driving my FRC) and not one person has waved. I even had some guy in a pewter C5 idling beside me at a red light who didn't even look over to acknowledge me.
But with that being said, it doesn't really bother me. In fact, it'd surprise the heck out of me if someone actually waved back.
If you see them again and they don't wave flip them the "California-how-do-you-do" (the bird). That'll get there attention...., might get you more attention than you want.
Since I got pulled over today by the local LEO, and i will probably loose my DL, SO I WILL NOT BE WAVING BACK AT YOU; unless I'm in my bicycle, and you better wave back because I'm fast, and I will catch up to you at the stop light .
I wave to vettes even while I'm driving my grand am or silverado, I guess its instinct. I guess my subliminal mind cant decipher what car i am in...c5, grand am or silverado.
