Its unlikely to be the fuse as they are on seperate circuits: Tail lights fuse #6 (park) #8 (stop) IPC #19 & #25 in the footwell.
Before you try anything more complicted there's a strong possibility it could be either the hazard warning switch or the headlight switch on the stalk.
First off try recycling the hazard switch a number of times quite firmly and see if they come back. A lot of the lighting functions route through that switch and they're notoriously unreliable.
If that doesnt work try the same on the headlight multi function switch. if we can tie down the problem to one of them theres a DIY fix.

I tried all of the suggestions that you gave with no success. Any other thoughts to share?
I have tried all of the suggestions listed below. Any additional thoughts? The dash lights do work when the car is not running (when you first get in & close the door) but when you start the car they do go off.

don't know if you have a volt meter, but I'd check if you have power to the above mentioned fuses when the ignition switch is ON.If not you may have bad contacts in the switch...
This recently happened to me...It was the multi function headlight stalk. You can buy new or used on that auction site...There is a good write up on the forum on replacing or repairing....

It's either the fuse or switch. I would check it out with a electrical tester first to confirm switch or power problem.
I had a problem where my instrument cluster would not light up but the gauges all worked. I replaced the multifunction switch and the problem persisted. I finally replaced the instrument cluster which fixed the problem. Hope this helps.

Not sure why you'd have to have the ignition switch on, those two functions work with or without the ignition on. The fuses should have power all the time.
