Aerodynamically speaking the Targa coupes will get the best milage, followed by the FRCs and finally verts (top down) A top-up vert would have roughly the same aerodynamic properties as the FRC.
My 97 has been slightly modified including larger 32lb lucas injectors but I still manage to get around 27 mpg at highway speeds.
If you have reasonable outdoor temperatures, turning the A/C off and setting the HVAC to vent will save you nearly 2-4 MPG and give you noticably more power.

Do you have any aftermarket mods? Mine is bone stock w/ 2.73s and I'm at about 26 max at 85 on level pavement. I do have the Michelin "run flats" tho - - hear those can cut into your economy a bit.
