It could be the membrane in the steering wheel has failed. Here's a link to a thread about repairing it if you are not faint of heart.

I've seen a number of posts that talked about the horn constantly blowing and the temporary solution was to remove the fuse. Of course that is worthless at the time when you really need to use the horn.

I'd say that about covers it
Never had a problem with the Vette system but I dismantled one on an old car in the pre airbag days. It was just two metal discs that came together when pressed to form a circuit. Sometimes technology improvements can be a PITA
I have to say, anything to do with the airbag makes me nervous. Thats one I'd leave to the professionals. JMHO.
