I had the same problem. I replaced the pass side fuel sender. No amount of techron/seafoam worked. Fuel system transfer failure.
Jet siphon pump becomes clogged. The orifice is easily obstructed as the diameter measures 1/16" of a inch! This is for the P1431 code btw.
First I'd check the jet siphon pump. Then directly parallel from the jet siphon pump is a copper colored filter, also plugged solid. All the blockage, the siphon pump could simply not flow enough fuel to the drivers side tank.
The whole sending unit slides out of the side of my tank on my 02.
You'll notice the 2 gas lines that attach to the sending unit, feed and return. Once removed, You should be able to blow in one side and feel the air exiting the other line. This is indicate to you if your plugged up.
Simple enough to replace on an 02, no need to pay stealership labor charges. Removed 1 tire, some shielding and your there
