The Blinkers are a SEALED until in the C5 and do not require service for the life of the car. You probably just have a bad ground, or your wipers are out-of-alignment.
You should, however do the muffler service. There have been several reports of bearings going out. I had this problem just last week. FYI

To OP's friend:
Thanks for posting this thread. Someone broke into the VetteCave last night and siphoned my blinkers dry. If I had not seen this thread and rushed over to the SB00 and checked,,,,,GAWD KNOWS WHAT COULD HAVE HAPPENED AT THAT FIRST TURN!!!!
Just an FYI, you must change the fluid BEFORE you get the dreaded "Service Blinker Fluid Now" warning or you will be taking it to the dealership for the reset. Mucho $$$. You can install the "BFB" (blinker fluid bypass) but this MUST be done before you get the service message.
While you are at it you may as well install the CABS bypass (computer aided blinker selection) which the factory installed to use less energy by slowing down the blinker timing from 4 blinks per sec to 1 per sec. I feel that since I ordered blinkers I want to blink em as I see fit and not trying to meet some government quota!
