Optimal wheel fitment will vary obviously depending on the individual. Obviously many of the cars on that website took it too the extreme and chose to run a stretched tire and a more aggressive wheel offset. However... what most people dont understand, is that the wheel fitment & overall stance of a car, is what makes or BREAKS it.
Cars with flush fitting wheels will ALWAYS look better than a car with sunken, more conservative wheels. And though many people think that the width of the wheel alone determines how flush it will be, or how far it will stick out, this is not true at all. Wheel offset is a huge factor.
I am stressing this because I dont want people to be shunned for asking questions of this nature... If more people understood how wheel widths & offsets worked, there would be many, many more good looking vettes out there. Combo'd with the appropriate ride height (usually very low of course), a flush wheel/tire setup makes the difference between your average corvette, and a neck breaker.
Example: (I hope his member doesnt mind me using his car, he is doing it right)
Notice the wheel seems to stick out just a touch past the fender, with minimal clearance, however it is still enough to avoid rubbing. This gives the car a wider, more aggressive stance. And can really only be truly appreciated in person. Put an end to sunken wheels!

On a side note, the point of stretching the tires is that with the sidewalls already stretched out, you don't have to wait for the sidewalls to roll over and the response of the tire is increased. Not my look, but it helps with cornering response...then some people take it to the extreme.
Trying to get the tires and rims to sit flush with the fenders looks great like with the C5 above!

So "flush" means different things to different people. I define flush when I hold a 2x4 up to the tire the top of the 2x4 is within 1/8" or so of the fender.
The car above that is "doing it right" looks just like mine. Awesome from that angle... a little weird when viewed from above or directly behind. The C5 lines exagerate the bulge depending on how you view it. For my CCWs I ended up getting in 18x9.5 1" lip and 19x11 2" lip. No tire buldge here when using the 2x4 test.

Front - 19x10 - Fits 275/30-19 tire
Rear - 19x11 - Fits 305/30-19 tire
You may also go with 18" rims of course, I just would not go any wider than the above. Its just not needed.
Don't bother going 11.5" in the rear. You will likely still put a 305 tire on the back, and why add any unneeded weight.
