Perhaps a short in that area? Do you have the dual zone A/C - is your temp setting way high?

the climate control is designed not to turn the fans on until the car is able to provide the type of air you want. ie when its really cold out the fan will not turn on at first, but the speed will gradually increase as the heater core warms up. this is to prevent blowing cold air into the cabin until the car is able to provide heat.

with the AC you should notice the fans coming on much sooner since the AC doesn't take much time at all to produce cold air, but its still supposed to not blow the warm air out at you as much as possible. when you hit the fan speed up button to override the computer's control does the fan speed adjust with the setting?

if you turn the **** all the way to cold or all the way to hot the climate control is designed to function in best cooling or best heating mode, that being it won't be concerned with what the interior temp is, it won't automatically turn the AC off once it gets cool inside, it will blow cold air at max speed on recirculate until you turn the **** back. try that also and see what the climate control does.

it shouldn't take 20 minutes for the fans to kick in, but it is normal for it to not blow hot air out when its set for AC. try controlling the fan speed manually and see what happens. if the fans don't respond like they should post back, I'm sure we can eventually figure it out.

I am having a issue as well. 97 auto control.

When I start the car, the fan won't blow automatically in either manual or automatic mode. Normallly if I bump the fan switch twice it will start though.

If I go to slow the fan down the blower speed won't follow my inputs. It will stay full blast untill I let the display reset, then tap the button again, or it takes a minuet or two for it to change. I am also having the dreaded actuator problem too.

Maybe time for a new control unit?
