A wise man once told me that a car (or anything in that matter) is worth as much as the buyer is willing to pay.
I would think it depends alot on what the mods are and if you are buying from a dealer (who is bred to try and rip you off) or a private seller who may just try and come to a happy medium with the buyer.
I personally prefer a car closer to stock, so I know what has been done with the car and how it was done...basically, I like to mod my own cars.
I think it depends on the two cars overall condition, the care they have received, the use they have had, and what the buyer wants.
If the stock car had been raced at the track or dragstrip and the modded car had been used as a street driver that would make the stock car less desireable, in my opinion. If the mods are appearance mods and the purchaser thinks they improve the look of the car then that would make the modded car worth more. If they are performance mods and the type of mods the purchaser would like on his or her car and were done properly, with some thought and planning, that would make the modded car more desireable. If the mods include items like supercharger or twin turbos and the car had NOT been beat on I think that would also increase the price. There are too many variables to just make a flat statement that the modded car or the stock car would be worth more.
I've had a highly modded LS1 with a fully polished motor and a twin turbo kit.... and it was done right.
In the end, me personally, would rather have a low mile stock vehicle compared to a modded car. I don't want somebody else's project. I don't care who did it, I want it to me MINE.
So, when I sold the 600rwhp LS1 to get a stock 43k mile '01 Zo6 I was very happy with the sale. I had a clean slate.
So I'd say a low mile car in near stock condition is worth much more to the average person/national market.
A modded car is done to the owners taste. Very few people have the same taste. I just bought a stock 03 Z06 with low miles. If you Look at my 69 you will see that I am not afraid to mod, but you never know if a car was done correctly when modded. Sure you can show how this shop did this, but I have seen some botched up jobs from “reputable” places.

HOWEVER, in market value (and not just enthusiast value) the lower miles most stock car is always going to retain more value year for year and both being in the same condition. The reason for that is that the modified car is technically no longer mint since it's modified. The stock car can be called mint with low miles.
Looking back on the C2/C3 Vettes, the higher valued Vettes are the numbers-matching Vettes. But look at a lot of the modified C5s on the market, they have blocks that aren't numbers matching so they can run more displacement. Some have had transmission swaps too. In the future, these are cars that won't be able to claim the numbers-matching label.
For the most part, a stock car well cared for is going to last forever and would appreciate in value after some many years.

Depends on the buyer. I selected a car with minor mods that I would have done anyway over several stock vehicles. I have sold three highly modified vehicles to people that know me and know my cars without ever making a for sale thread/ad, and always gotten more than book, but far less than I had in mods. I have more money in mods than I paid for my car, but I won't be begging anyone to take this monstrosity either. Seems you have an opinion but no experience.
