Resynchronizing Your Transmitter
Your RKE system uses a continually changing code for
increased security. Normally, the receiver in your
vehicle will keep track of this changing code. If your
vehicle does not respond to your transmitter, do the
following to determine what’s wrong:
1. Get closer to the vehicle and try pressing a button
again. Your battery may be low. If so, see “Battery
Replacement” in the Index.
2. While standing close to your vehicle, press the
lock and unlock buttons on your transmitter at the
same time and hold for seven seconds. This will
attempt to resynchronize the security code in your
RKE transmitter.
3. When resynchronization is achieved, the horn
will chirp.
If attempts to resynchronize your transmitter to the
vehicle are not successful, you may need to match the
transmitter to the vehicle. See “Matching Transmitter(s)
to Your Vehicle” in the Index.
To match transmitters to your vehicle:
1. Turn the ignition key to ON.
2. Clear any warning messages on the Driver Information
Center (DIC) by pressing the RESET button.
3. Press the OPTIONS button on the DIC several times
until the blank page is displayed, then press and hold
the RESET button for two seconds.
4. When the message FOB TRAINING is displayed,
push the RESET button once. The message HOLD
LK + UNLK 1ST FOB in the DIC will be displayed.
5. Press and hold the lock and unlock buttons on the
first transmitter simultaneously for five seconds.
6. When a transmitter is learned (matched), the DIC
will display FOB LEARNED and then prompt you
to learn the second transmitter.
7. Repeat Steps 5 and 6 for the third transmitter.
8. Remove the key from the ignition.
The programming mode will shut off if any of following
has occurred:
You don’t program any transmitters for two minutes.
You take the key out of the ignition.
You have programmed three transmitters.

Yes You needs to program new key and you can do it yourself.
Save few bucks
The receiver has nothing to do with your seat memory buttons not working. It would be much easier to understand your posts if you'd take the time to use a little punctuation. You may have a bad receiver, but that may be just one issue. If you can borrow a fob from 97-2000 to try programming to your car (won't hurt the other car's programming) that will tell you if it's your fob or not. You may need new or rebuilt tpms AND a fob. The receiver is located behind the drivers seat on the fender well under the carpet. It is a low failure item.

I hate to dig up an old thread however I am having a similar problem myself. The difference in my issue is that I can re-sync my fob but it keep losing the synchronization If I park the car and go do some shopping the fob loses sync If I park the car over night it loses sync no matter what I do the fob keeps losing sync. It has no problem re-syncing when I try to re-sync it but shortly it will lose sync again. Does this sound like a fob issue or a problem with the module in the car?

If you really hated to dig up an old thread, you should have started a new one. If you wanted to fix your problem, you should have dug up this old thread:
I have some similar problems with my '99, so I read this thread hoping to find a road to a solution. Instead, I got testy responses, and people telling the OP to "search". This is a DISCUSSION FORUM, so why not just go with the flow, and try to help the guy out? Guess I'll just keep using my key; not shelling out over a hundred bucks apiece for these fobs, and not know if it will fix it or not.

I don't know where you saw anyone telling him to search (on this three year old thread). I provided a direct link to the fix for his problem. IF you don't read the link, you're welcome to search or use whatever you want on your car. Maybe when you get down off your high horse, you can read the responses and realize there was a fix there. The OP is long gone, my response was for wolf10851.

Just went back to reread. Not one single suggestion to SEARCH by anyone other than you.

Sorry; I mistook your #14 post, and just didn't read it correctly, I suppose. I just felt that it was a testy response to his statement of not wanting to dig up an old thread. Not a big deal in the big picture; I just took it wrong. The actual BEST fix, in my opinion, is to take the car to a dealership and have it properly diagnosed by a tech. I've reached the conclusion that even if the remotes are a little pricey for me, at least I will KNOW what's wrong with them, and not have to speculate, and I can get a fob or two later down the road.

That's another place we disagree. One of the worst choices you can make is to take it to a dealer and ask for a diagnosis and repair. Not only will it cost you a lot more than necessary, but the mechanics have usually not been there long enough to have personal knowledge and try looking up repairs in a book, or even this forum. If you follow the advice offered by long time owners who have devoted a lot of time to sharing their knowledge and experience, you can fix it yourself or at least know enough not to get taken.
As far as the remotes for the older cars, they are available from gmpartshouse.com for around $80 if the solder link provided doesn't work. The dealer will charge that much for "diagnosis" and a lot more for the part. Your car, your choice.
