Fog light adjustment
Insert a TORX® driver through the front fascia deflector access hole to reach the fog lamp vertical adjustment screw.
Place the vehicle on a level surface 7.6 m (25 ft) away from a target screen.
Adjust the fog lamp up or down until the top edge of the high intensity zone on the screen is 102 mm (4 in) below the horizontal center line.
Turn OFF the front fog lamps. (Oldvetter)

There is no horizontal aiming for the C5 foglamps
Preparation:
Prepare the aiming area. You can use the garage wall providing its at least 25’ from the car and the ground is level. Make sure the tire pressures are correct and the tank is full or the calibration may be out. Park the vehicle square with the aiming surface. Close the doors and rock the car to stabilise the suspension.
Mark some calibration lines using chalk or masking tape:
Find the center of the headlight and measure the distance to the ground. Mark a horizontal line on the surface (garage door or wall) using masking tape at the same distance from the ground.
Stick a piece of tape in the center of the windscreen and another on the rear glass to use as reference marks.
Line these up from behind the car and use them to mark the centerline of the car on the wall.
Measure the distance between the center of both headlight lenses and use this to measure from the center point you just marked on the surface.
Adjustment
Raise the hood.
Raise the headlamps.
Turn ON the low beam lamps. Block the light from both headlamps to allow you to adjust the fog lights. Don’t cover the headlights or they may get too hot.
Turn on the fog lamps

Adjust the fog lamp up or down until the top edge of the high intensity zone is 4” below the horizontal centre line.

Turn off all the lights

You can take out the lower access panels to get to the foglights. Some prefer to go in around the headlights but this would be one job where I'd go in from underneath.
Heres a post for changing the DRL bulb but it shows how to get in there
You'll get three suggestions
Go in through the brake ducts - not easy with a Z06 or if you have screens
Go in through the bottom by taking out the bottom panel

The one that works for me is:
Turn on the headlights and back off one position to kill the lights.
Unscrew the 3 small screws on the black plastic housing around the headlight. Gently pull the housing clear. Reach down around the headlight unit and release the bulb holder. It comes out by turning the bulb holder a ¼ turn counter clockwise but it has a plastic clip which you need to squeeze to release it. Here’s how the bulb fits into the lamp unit. The DRL bulb is the lower of the two.

Here’s the light socket. This one’s after market but it gives you the idea. You can see the clip you need to squeeze.

BTW, if you ever need to replace this socket the part #s are GM 12083689, AC Delco LS15 or Dorman 85882 (Thanks to UM Rebel)
Change the bulb. It’s a push fit into the lamp holder. Push it home firmly but don’t handle the glass. Use latex gloves if you have them. Reseat the bulb holder and turn clockwise until it clicks back in place. Put the plastic headlight housing back in place making sure to locate the small plastic tab in the bracket on the headlamp cover. Replace the 3 screws and close the lights.
It’s a 10 minute job. Some guys have had the lights close if they’ve taken a while to do the fix. If you’re worried about that, disconnect the battery once the lights are up.
The bulb is a 4157NA
Some guys with big arms remove the hood adjusting screw for better access. Guys with even bigger arms have had to take off the headlight cover. Four torx screws (2 back, 1 each side). Take the back ones off first with the lamps down. Raise the lights and take the side ones out.

There are also Torx screwdrivers that should fit through the screen.


Turn to parking lights - headlight cover down, fog lamps on
Turn to Headlights - headlight cover up, headlights on, fog lights on
Turn to parking lights - headlight cover up, headlights off, fog lights on.
It depends if you want to adjust the fog lights from above or from below. If you plan to go in through the headlight shroud you need to raise the headlights. If you go in from below take your choice.

To answer your question I wouldn't but its possible.
If I'm wrong, then GM is wrong. As with all my How To's I try to base it on the service manual procedures plus any of my own experiences. Thats how the Service Manual says to do it (cover the headlamps). I agree that there doesn't seem to be any reason why you cant back off the headlights to park rather than cover them. As with all these things if you prefer another procedure; no problem.
I agree, the easiest way to adjust the fogs is from the front. thats what I said in my original post.
My screens are after market so I can remove them. The stock Z06 screens are screwed to the fender so harder to get out but its still possible.
The video above is great. If you have a long shaft torx driver thats a great way to do it. I don't but then I dont need one as I can pull the screen. The OP has fixed screens so he has a problem. Not seen that tool before so problem solved. Thanks slvrz06.
As with DRL bulbs (my additional post above), it's possible to get access to the fog light by removing the lower access panel or the headlight shroud. Thats how you change the bulb. I don't recommend that method because the foglight sits tight to the fender screen and its very difficult to get to the adjuster as its on the front face. (see picture)
So if anyone decides they cant remove the screen or go in from the front, I guess there are other, albeit difficult, options. It would probably mean loosening the attaching bolt, making the adjustment and tightening the bolt.
But now thanks to slvrz06 we all know how Z06 owners adjust them.
I'll retire hurt now as I don't wish to generate an argument.
