Generally, no with a C5 auto vert, but it is no slouch. I had both a C5 vert and a C5 Z06 at the same time for quite a few years. We put far more miles on the vert, it was more enjoyable more of the time. The thrill of the Z06 is power. The joy of the vert is the open air, and that won't get in ticket trouble. If you were to get a 6-speed manual vert, then you would be able to light them up, but why.
Given the choice my vote would go to the vert. The good news is that there is no bad choice between the two.

If you're looking for tire SMOKE, might depend on the tires. I drove a modded vert that was very quick, and bought one with just the cat back. I just didn't feel the need for all that. The C5 is fast enough stock for me. The C5 is much faster than a stock C4, and I like the way they drive better too. I can turn off the traction control and lite um if I want to, but I prefer to just, leave it on and hammer it. Shifts @ 5900/6000, LS power is awsome.
Get a corvette c5 coupe with 3.15 i love taking of the top in a nice day, the z06 only has like 40 more hp, add a intake and exhaust to the coupe and it will have z06 power.
Verts have 3.15s too + they look SO much better. Top up or down.
I would take into consideration that provided your C4 was a stockish L98, that a regular C5 Vert is already going to be quite the performance upgrade to the tune of 100+ extra HP and a wider overall powerband. I'd imagine you'll feel like you've got a rocketship under your butt with either the C5 Vert or Z06 compared to what you're used to. So you may not really "need" much more to feel quite happy with the performance for some time, so the Z06 may be overkill without the benefits of the top down fun....
I've never been a vert guy, and I wanted max stock performance, so the Z06 was the obvious choice for me. If you're thinking auto tranny then obviously you won't find that in a Z06.
I went from a 6 speed 94 vert to a 2002 Z06 in 2006. I sold it and bought another 2002 Z06 in 2008. There is no comparison to a C4 and you will forget all about the top open feature in no time.

Vert vs. zo6. It is obvious the vert is important, so I would go vert. It is much easier to make the vert make z06 power than to make teh z06 into a vert (however, this can be done. I have seen it). There is more to a z06 than power, but unless you are going to race i doubt you will notice the other diffrences much.
Vert can also get all the options, sport seats, power, cd changer, dual power seats, hud, etc. Z06's are option limited (depending on year on what you can get).
If I was you, probably go vert. Then CAI, Long tubes, and a tune. That would take you close to Z06 power. Still would not quite corner like one, and would be a bit heavier. But would have a lot of wind in your face when u want it.
Apperance wise, there is not a lot of diffrences. If you put a hardtop on your vert (aftermarket make them) it would like a z06 other than the wheels, rear brake ducts, and some fender bading. not a real big diffrence if you ask me.
i have a built & super charged 03 z06 blacked out, my mom has a nice red vert c5 auto with chrome wheels.. get my drift.... get a z06 and dont look back
i'm in between. I have a vert with the complete z06 suspension from CF member EFI-1. I love how the z looks though. I may add a supercharger...super charger, z06 suspension, and possibly a removable hardtop...YOU CAN HAVE THE BEST OF BOTH WORLDS.
