A 382 is a lot of fun on the street...especially in a light car like a C5Z. Easy to get 500rwhp outta one with great power under the "curve" (my torque curve was pretty flat). You can use your current block (so you know what you're getting) and the install can be done by any competent shop.
500rwhp is plenty on a street tire and you could always spray it down the road if you got bored.
I have heard that 500 is plenty but im thinking more along 550+ and calling it day.
Being in Vegas the elevation is going to hurt your power. I'd go as large as you can afford to. $3k will get you a good clutch and headers, but not an engine.
As to why, I spent a ton of money on my last vette looking for more power. Having the heads redone, different cams, intakes and porting etc. On my current car I went all out with what was available at the time. 5 years later I have no regrets. It's cheaper to do it right the first time.
I am trying to knock it out at once so im not buying heads or cams twice over because i changed the motor or what not. So im buying what i know what wont change, exhaust, headers, brakes, clutch and so on while i decide on the motor combo.
I figuring 10K would be reasonable for the motor combo I am thinking about, but things can always change.

Here are two good options, I think:
Option 1
383 stroker kit for your LS6
top of the line heads, like AFR or Trick Flow
FAST 90/90 or FAST 102/102 intake manifold
Option 2 Texas Speed LS3 Short/Long Blocks
Pick up a 418 or 429 short block for ~$4500, and add to it a set of used LS7 heads and intake manifold. You can also have both ported for better flow if you want.
Cam/valvetrain, fuel, and supporting mods are implicit in both options, obviously.

You could probably get close to 550rwhp with a 382 if you did a lot of research and used top-shelf parts. However, it would also be expensive and less street-friendly...
550rwhp would be better served by more cubes...even if you went iron-block to save some cash for better heads.
I wouldn't get too hung up on a HP number for a street car, tho... Power under the curve, manners and price are just as important.
