Pay and move on. Do yourself a favor and remove the tint, as others here have said if you get rear ended it will no doubt be your fault, not worth the trouble.
I got the same ticket last year. I sanded the tint off using 800-2000 grit sand paper, then went to the police station BEFORE DUE DATE and told them i had fixed the violation and asked for the ticket to be waived or dismissed. They went outside to check if I had indeed fixed the problem, and charged me a $10 dismissal fee.

I was going to say something similar:
Remove tinting.
Get a tape measure that will spool out at least 100 ft and measure off the distance.
Take a picture of the 100 ft mark at your feet and a pic of the lights off and on.
Go to court, tell the judge you fixed it. Show him the pics.
I'd pay it but very relunctantly...Any kind of tinting as mentioned before starts going into the gray area of mods. Now, in some respect I'm on your side with regarding the field testing or the lack thereof. So, if the State codes indicate visibility of 100', how did they verify that? The LEO's probably did not and so it's subject to the Officer's opinion in which the Judge most likely will favor his/her LEO's judgement, that's the way it works in most courts. It's a gamble going to court and losing and in the end, there will be another cost, (Court Cost and any other cost the Judge may impose) So, it may be in your best interest to somehow clean off the painted tint and go with something lighter, if you have to have darken lenses.

No. It's not part of the complaint (legal charging document) and irrelevant.
Nice try.

Then consider whether the look is cool enough to risk more tickets.
Personally, I like being seen and would never make any of my lights dimmer.
Let us know what happens....thanks

These seem to be fairly reasonable options to possibly saving 140 bucks. And yes- do let us know what happens. Good luck.
And I would switch back to stock. If someone rear ends you, its going to be your fault. Just imagine some moron texting while driving and hits you in the back. And then says i couldnt see you were braking. Cop gives you ticket and you have to pay for all damages done to moron's car. You then get notification that your insurance premium has increased.... All this while the other driver proceeds to keep texting "where you at?" when driving. LMAO
No way would it totally be his fault -
Now....he could be found to have contributory negligence and be found to have a percentage of fault
Rear end accident......most of the time it is the rear car with the majority at fault......
FYI
I would not fight it, and I would test them myself.
Turn 'em on at night measure off 100 feet and see if they're visible. If not fix'em if they are take a picture to show the cop next tiem you get pulled over, and you can bet you will.
Pick your fights....and not on this one. As said before, pay up and move on.
Titing tails just doesn't make a lot of sense to me. To each their own but consideration of safety has to be the priority over look IMHO. Just saying......
"Now I will not lie. They look very dark at night when I'm not applying the brake."
OP - in your post you pretty much say you are guilty - why fight it.
You made a conscious choice to run lenses that do not meet the law and so need to accept the penalty.
Getting away with it for a while does not change the facts.

I can see if i was speeding. and they caught me... Or running a stop sign... but the Maine state law which i copied in my OP states "visable within 100 feet". there was no test done to see if I broke "the law" I admitted to nothing except they are very dark at night when i am not applying the brake.

Or at least that was the title and section I was written up for (Title 29A section 1905)... Not altering OEM lighting or anything else along those lines.

What I would do is leave the tint alone. Then at the same time of night as the ticket I would do as others said and spool off 100' and then make a short video showing the time, distance and lights. Also take some stills. If they are visible at 100' I would go to court with no lawyer. It's an easy case to win if you get the evidence and documentation. Wouldn't hurt to get a few witnesses to verify they can see the light. $140. is motivation enough for me to try and win.
