Purchased a 98 C5 last year (only 50K on it!)
engine is completely stock. what is the quickest and easiest way to increase the standard 345 horses?

How much power do you want ? You can do a cold air intake, upgrade the intake manifold, bigger cam, ported heads, headers, exhaust etc.
Or get a supercharger for even more power. A&A vortex kit seems the most popular. They advertise 500hp and no degradation of gas mileage or drivability.
Mine is bone stock except for exhaust dumps. Think I'm gonna get a cat back exhaust system, CAI, and tune.

Keep your money in your pocket, you'll never know you added 15-20 HP.
I don't know which specifically you are asking about. Dual cone filters might not be a cold air intake. I'm leaning towards a Callaway honker or possibly Halltech.

I have to admit, I like the look of the dual cones as well, in any case, I am assuming that it would be an improvement (both looks and horsepower) over the current stock setup.
Thoughts?
For the price of one of these CAI's, you could have fresh paper filters every few months for MANY years. No matter what you do, the tube going over the radiator is probably the biggest restriction, not the air filter (which really is a CAI from the factory since it's out front already).

Drives like (almost like) stock, until you mash the gas pedal.... then; it's nothing like stock...
A dual cone intake might look nice, but it is not going to get you anywhere near 15-20HP that I know of. If you like it for looks go for it, maybe you'll get 3-4HP compared to a base model air box? I also understand the dual cones have flow issues compared to single air filter units like a Blackwing, etc. Whatever you do get a plastic unit, not metal of any sort (heat transfer/retention). A stock Z06 air box also flows better than the base model unit, another consideration (or enlarge the front opening on yours).
If you want 15-20HP, long tube headers and a tune will get you there. A cam, heads etc. will take you further, depends on how much you want to spend and your power goal in the long run.
If you have an A4, the best SOTP improvement for the dollar is probably swapping the rear diff for 3.42 or 3.73 gears. Add a 3200 or 3600 stall torque converter at the same time.
Most of those twin cone intakes are junk. Most have aluminum tubing that will heat up and hurt performance. I would do the flip-tie mod with k&n filter to start. Only intake you will feel is vararam. I went from flip-tie to vararam and felt the difference. But if you don't want to spend alot the flip-tie is the second best bang for buck as it sucks up cold air from the radiator area. The c5s are designed as bottom feeders.

I have the Vararm B2 on our C5 along with the TI exhaust upgrade it made a feel it in the seat of your pants difference... it has hurt our MPG a little if that is an issue, from 29 to 24...plus I probably drive a little harder cause I can actually hear it now at about 3k rpm.
It's the only one I've tried on a C5 so I can't say anything about the competition except that the Haltech seems to have a good reputation.

Those mods will get you a slight bump in hp without breaking the bank.
As far as a good cold air intake, the Vararam is probably the best (but can be a PITA to install) and the Callaway Honker is a good one. I run a Blackwing on my car and while not a cold air intake, it is better than the stock filter and an easy install.

Your "seat in the pants" feeling is most likely the extra noise your hearing and not much else. Now you keep your foot in it more and that's why your mileage is falling.
