On the very rare occasions that I actually put the top up on my '99 C5 vert, there is a cloth cover that lays on top of the tonneau cover, that comes up, out of the "boot" with the top. I'm not exactly sure of the purpose of this cover, but if I open either side windows (or both) this cloth cover then billows up, like a sail, and completely covers up the rear window.
Am I not supposed to open either window or both with the top up?
Am I missing something to keep this cloth piece from billowing up and blocking the rear window?
Is this the way GM designed it and this is it's intended use?
What is it's intended use? It's way to slippery and sloping, to put any items on top of the tonneau cover.

The cloth is there to protect the rear glass when the top is down. yes it does flop around when the windows are down.

It sound like yours is ripped where it connects up front. When my top is up and the windows down even on the freeway that cover just kind of flips around at the corners it doesn't even billow up enough for me to see it in the rear view mirror much less cover the rear window.
^^^^^seems like something is wrong? I will tell you I never like rolling down both windows all the way, it just seems something will rip the way it flops around.

I guess the designers like floppy. Just look at the sun visors and the rear window cloth protector. I am going to put some thought into finding a way to secure the floppy cloth when my windows are down with the top up. I will let the forum know. Maybe someone out there has already came up with a solution.

I examined it very carefully today, trying to figure out why it was doing what it is. If it's torn or broken it's not obvious to me.
Mine is help at the two front corners by 2 small elastic straps about 3/4 inch wide. The straps seem to have given up on their stretch and just hang rather limply, perhaps over stretched too many times? I can easily place my hand under the tonneau cloth cover and lift it to the top of the rear window and then some.
I looked a bit closer today. The electrical connector for the heating element has broken off the window on the drivers side, but I expect I can live without a rear window heater. Looking at other convertible threads, I should be thankful my rear window has not separated from the top, yet.
I've owned 5 convertibles. The third generation Miata clearly has the best convertible top. You can manually put it up or down, while seated in the driver's seat.
My C5 convertible top ties for last place with a 1971 Buick, I owned.
After you put the top down from the driver's seat on your Miata, the top and frame was still showing, exposed to sun, moisture, birds, etc. When you put your top down on the C5, it's gone, covered and the car looks sleek and finished. I've had three Miata's and liked them, but the top isn't better.

The NA and the NB Miata's tops sucked. The NC miata has the greatest top ever designed by man, imho. No issues in nearly 10 years of ownership. I have no idea what the "seeing the frame" would be. I doubt it will change your mind however.

it is supposed to attach with a screw to the inside of the actual convert top, my driver side has come detached but it is easy to just screw back in.
The electrical connector? Mine part of the trace came off the rear window with the electrical connector still plugged in to it. Outside of "possibly" soldering, I see no good fix. Soldering the trace would be iffy, I think.
