Default Performance computer chip
Do they make a plug and play computer chip for the 99 or am I going to have to get a programmer?

There is no "chip" for any C5. Any change in tune requires using a programer.The Tech 2 is a popular handheld tuner. Some vendors offer a "mail order tune" where you send the computer in to have them install the new tune and they mail it back to you.

Don't waste your money on any vendor offering a performance chip for the C5.
