Is your "fresh" battery fully charged and do you have clean tight connections?

Brand new batteries are not always 100% charged. C5s are touchy when it comes to low voltage. The first thing I would do is make sure the battery is fully charged and then work from there. Will the battery crank the engine over? If not, is there any lights or sounds?

More than likely starter, or ignition switch.

How do you reflash the computer?
Did you pull the codes?

If you have a M6 transmission, maybe the clutch switch is the problem.

You should not have to reflash the PCM, but if you do, what tool are you using to do this?
You can download a stock bin file for the PCM from GM or other sources. Here is one site that you can download from.
