73 degrees F center duct temps? Mine is more like 43F. Is that a typo?

Those values come from this chart. With ambient temperature of 100°F and 60% relative humidity, a center duct temperature of 73°F represents a temperature difference of almost 30°F, which is significant.

It looks like it's the actuator after all. If you still have the actuator I would like yo purchase it. GM doesn't stock it anymore. Let me know how you would prefer payment. Thanks.
