Yes - that is supposed to be taped into the wiring harness under the seat - it holds the wiring to the frame so it stays routed.
The open clip side attaches to the frame and the wires run parallel to the plastic.
I know this because last week I had to take my driver seat out to repair wiring that the dealer misrouted under the frame and wound up with a pin pulled from the seat module.
Mine was still attached to the loom but not the frame. The dealer routed the wires under the frame and left that hanging free. They are now all in place and happy with that clip retaining it where it goes.
