The under hood lamp is actually tied into your instrument cluster which if I'm understanding it's function is what actually places it onto a timed circuit that makes it go off roughly every 10 to 15 minutes the hood is open. In the circuit it receives power from splice pack 100 and is grounded to G102. I would think that if you are wanting it to stay on you would have to bypass SP100 and apply power directly to the lamp, possibly through the connector.
Someone can correct me on that.
Considering it's not really all that great of a light anyway and is off set if your intention is to have it constantly powered for say show purpose if it were me I'd purchase an aftermarket light of some sort. I know some people install LED strips under the hood.
