If the headliner on your targa top is sagging like mine was, you might want to consider this DIY piece from EBay. Self stick and fits/looks great. Took me 30 mins.
Wish I had seen this on ebay. I redid mine in black leather with new insulation underneath. Looks good , but it was a bear and the edges aren't as nice as this. But I like it better than the hanging cloth one!

It has a self-stick closed-cell foam backing laminated to the headliner material. Just position it, peel off the paper backing and stick in place. Then tuck the perimeter under the edge of the roof frame.
How did you remove the old liner, cut it out?
Just picked up a C5 with said issue.
Just cut & pull. It comes out easily. Clean up the surface and the replacement fits right in. It’s self-stick. No need to spend $15 on spray adhesive. Easy to do and looks real nice! Good luck.
