Those are your everyday run of the mill halo tail lights. You can get them anywhere

Those wheels look similar to a square setup meaning the same size front and rear. The rear tires are taller hence more sidewall. If I had to guess, the wheels are not completely square in that they are probably 19x9.5 +55 and 19x12 (offset unknown-may or may not need spacers)
The rear wheels are certainly wider as the black car is running flared quarter panels which many folks use in order to get the look right; wheels that poke beyond the fenders usually look terrible.
You can purchase replacement flared quarter panels from a few locations, I am not 100% sure who carries them nowadays as I put mine on in 2007.

The tire sizes are:Rears are: 305/35 ZR18
Fronts are: 275/35 ZR18
