In my experience, and I've helped quite a few people sell 'vettes in the last couple of years, serious mods like H&C greatly reduces the audience you're trying to sell to. And if you get $.20 on the dollar spent on the mods, you are doing well.
.20 on mods is better than taking a 20% hit off of the book value because the car is modded. This way I would still make out better than straight book.

Do you mean bolt on wings, tigershark fronts, tint? I recently put in chrome vert hoops from WCC and I can't believe how many positive comments I've gotten on them from both Vette people an non car enthusieists. I can see where front ends and hoods might make someone wonder if the car had been hit and needed the replacements, (I wonder that often with some of the custom C3s out there.).
have a couple of friends in car business who tell me most mods hurt resale value. For me, I try to limit mods to things that can be brought back to stock. Check our the forum - there have been a number of posts in the past from owners that had to take stuff off of their cars to get a decent trade. Even cat backs give dealers heart burn. As far a performance mods, minor ones don't bother me (exhaust, air intake, drilled rotors), but I would not buy a Vette that had major performance mods unless I knew the owner.
When I was looking for the right C5, I was interested in either stock or modded. The 99 FRC I bought has about $16K in the motor/wheels/etc... but I only paid about $3K over book value for a stock 99 FRC. Also, I was able to talk to the original owner and follow the history of the car. It didn't hurt that the car was built at MTI, so I gave them a call too. For me, I got the car I wanted with the mods that I would have done and saved a bunch...
BUT, I recently sold my 85 that was pretty heavily modded and got my asking price within 2 days and all of my investment out...
It all depends on the buyer. There is a buyer for anything you have to sell. You just have to find that buyer.
If you've got to sell a modified car in a hurry I would guess that the mods may drop the car's value some. However if a seller can be patient, the right buyer may be out there.
Personally I'm looking at buying a 98/99 CV in the winter and I don't want mods. I've seen too many LS1s on ebay that have significant mods that have rebuilt transmissions or replacement engines before 100k.
