The vararam induction system is THE PREMIER system for the c5 vette.

Does it do what they say it does?
The answer is YES.....and people who disagree are those who do not have one installed.

It looks good - like the vette shoudl have come with it.
It sounds good - like the vette should have come with it.
and it makes the car faster- like it should be

I don't think the ram air effect is what they actually were after. While ram air effect only begins to have effect at higher speeds, it is also present at lower speeds. It might be negligible, but hey, there is a difference between absolute zero and a zero point zero zero zero six.

The best advantage of the Vararam vs. all other 'inside the hood' intakes is less pressure drop. The pressure decreases when speed increases. So, if your car is breathing air from the inside of the hood, the pressure drops the faster you go so you're effectively 'sucking' less air = less horespower.
With the Vararam you're ingesting air that is at atmosferic pressure, outside the car. So the pressure loss due to speed is greatly reduced. Then, add the fact you have to shift gears and that makes for another big win for the Vararam setup.
Why? When you shift, you usually let off the gas, thus closing the TB blade, so the motor is revving at 6k RPMs with no air going, so, once you get on it again after shifting, the motor has to get all vaccum filled with moving air. So, without an external intake like the VR, the motor has to do all the work of getting the air inside the pistons, thus creating a very rich condition for a fraction of a second (the MAF reads lots of air at the intake, but no air is yet moving inside the motor) Since the faster you go the less pressure you have, once you shift gears, the pressure will drop more the faster you go and the more times you have to shift.
Now, with the VR, the air source is at atmosferic pressure all the time, so the loss due to shifting and higher speeds is not a real factor until the intake itself becomes a restrictor due to the air frictioning with the intake duct walls. This decreases pressure and performance. You'll have to go very very fast (perhaps 300mph+) for this to be a significant factor on a car.
Jet airplanes take this into account as well, the air that goes inside the turbines has to be subsonic, so the intakes have to designed to slow down the air to subsonic speeds when planes are flying supersonic.
