blinker light housing...
is there supposed to be a hole in the top of it, the looks like someone poked a phillips head screw driver through it?
wonder what the PO was trying to accomplish when he did that?

Nope, but a no charge feature of the C5 is that the heat the bulb produces will melt a hole in the top for you. Now you know why you've had several bulbs go bad on you. It is time to be creative or to get a new housing - or just keep replacing bulbs... You're not alone (as you already know)

Earlier I was thinking about getting some smoke parking light covers, will this cure the problem?

the problem is with the cheap plastic around the housing.. not the glass.

The fuze is A2 "Approach Lights". it brings up a couple of DIC codes but apart from losing the back up lights in the "approach mode everything works fine.
