I've seen people do this couple of times but I've never done this with either car. An engine running while I pump gas or talk on cell?. The idea scares me!!

I used to do this with my old '69 Camaro. I did it because my starter got heat soak so bad that it often would not start the car back up. The headers were too close to the starter and not ceramic coated. I fixed that problem by getting rid of the Camaro and buying my current C5 Vette. Best decision I ever made!!!

Ha! I had the same problem with my old 68, only I solved the problem by buying a mini hi-torque starter and insulation blanket. Still, when I DID fuel-up without shutting the engine down, quite a few people looked veeeeery nervous!

Not a good idea to pump gas with the engine running.
Talking on a cell phone at the pump is an urban legend. Mythbusters put that rumor to rest on their show and found that there is no danger at all.
I pump gas constantly while the engine's running, more or less for my whole life whether in the North b/c it's cold or hear cause it's so F@#ing hot. Especially since I usually get gas near my house when the 'vette's in warmup stage-and we all know how bad short trips are for unburned gas/sludge/etc.
And as far as a law in New Jersey, it's also against the law to pump your own gas-so it also makes sense that you shut your car off-one to insure you don't leave with the pump still attached (since you wouldn't know the difference), and two for the safety of the attendent.
The only thing you really DO need to worry about is static electricity on your person near the nozzle-and of course smoking
I would bet, if everyone looks at the caution signs at their nearest pump, it is against the law to have the motor running in all (or the majority) of states. Whether or not the person behind the counter knows that or not, is another question.
The gas itself won't ignite, the vapors will. Get enough concentration of vapors and you'll get a flash fire. But out doors, I highly doubt it. But these is always a first time for everything. Am I the only one who paid attention in chemistry class? LOL
