Pros: better air flow, more rwhp, more rwtq, easy airbox to clean, it looks pretty as opposed to that nasty stock box
Cons: It costs $200 whereas the stock box is free, it will lean out your airfuel mix and you could benefit from a tune.
In all seriousness, the blackwing is a much better quality airbox than stock. It is a minor modification that will increase the performance of your car by 10-20hp. There are really no cons besides having to spend the money to buy it.
From my experience the PCM doesn't optimize the A/F ratio after mods. Earlier in the year my 2000 coupe w/ only blackwing and magnaflows w/ x-pipe baselined dynoed at 288rwhp with 14.4:1 A/F, which is very lean. The tuner brought it back to 13:1 and my sixth or seventh pull was at 317rwhp.
Can't think of any disadvantages..... it's one of the best intakes available for the C5. My advice, GO FOR IT!
You won't be sorry! SOTP feel is a definite improvement in throttle response if not HP. Mine was just fine after. I'm sure we could all benefit from the tune but I don't think it has anything to do with the install of the Blackwing.

The only disadvantage to it is you have to pay $200+ for the item. But, it is a definite improvement over the stock airbox and the money is well spent.
So it souds like some immediate gains will be felt with a blackwing intake. BUT...is a tune needed in the long run, or will the car just adjust itself after some miles. Will disconnecting the battery for a period of time cause fuel/air mixure settings to reset...and thus speed up adjustments to the new intake?
Furthermore, is it worth going with a Blackwing if you keep the stock exhaust?
If not driving in the rain too much (heavy stuff), I suggest, that aside from the front screens, you buy the "bottom" breather cold air cover. After having my Blackwing for over a year, the cooler air made a dramatic improvement.

The stock exhaust i.e. catback is not that restrictive... most mod for sound... the factory air box is a bottle neck... so the BW is a plus in getting more air in....as for a tune it would help but I don't think it is a must have... I've never heard of a BW leaning out a car to the point of risk to the motor...but even a stock motor will benefit from a tune...
