No, the EBTCM does not link into the speed density steering. The motor is used to pulsate the brakes when the ABS or AH system is activated. On 97 and 98 C5, the EBTCM is rear mounted just aft of the Differental. On 99-04 C5 it is front mounted
I have a picture that I took for someone a while back and the EBTCM is kind of in it. Look below the rardiator hose and you can see the brake lines that are giong to it.
