I dont know about the 10th off 1/4 time, but I do know an aftermarket pulley that is the solid type is bad for the motor.

why is it bad?

I just bought an ASP underdrive pulley to have my wabbly one replaced...the stock unit looks like its walking off the crank (nothing can be worse then this)

Would like to know what and how it could be bad?

There is no rubber ring to absorb the vibrations. The vibrations are transmitted to the crank and engine. And might cause problem to the crank bearing. Like having an un-balanced wheel tire assembly could be bad on the wheel hub.

From the looks of it - the ASP pulley I have has a large snap ring on the front outside of the pulley face with what looks like a rubber compound...I could be wrong...

Then, this is not a solid type. But I have never seen an ASP.

No, you are correct. ASP pulley (and ATI, Power Bond, etc.) are built similar in concept to the factory unit.
