Can't find any answers to this question anywhere. However, I thought that I read somewhere that there was some sort of baffle or screen in the fuel fill neck that prevents passage of a siphon tube.

According to "All Corvettes Are Red" there is gas transfer (level equalization) between the two tanks. I don't see why you couldnt drain the tank. You may have to turn the car on to get the gas level transfer mechanism to work.
I believe the gas is transfered by a passive pump (eductor type) that functions by using the discharge of the motorized fuel pump. I can't quote the source right now, but I think I remember reading that you can not siphon gas out of the passenger-side fuel tank.
