I have a 28-TCS C1214 error code
"Sol Valve Relay Contact or Coil CKT Open"
I have no idea where to begin or what needs to be corrected.

Before you dig into the EBTCM and the BPCV, check the following things:
Your EBTCM is front mounted between the engine and the radiator directly below the top radiator hose.
The ground wire for the unit is located below this ground connector on the drivers side on the frame next to the area where the hydraulic hood support mounts to the frame:
The ground wire for the EBTCM is a single ground eyelet below the ground tang on the ground connector.
I am having the same problem. I have had the C1214 error come up twice on my 02 Vette. Both times it was when starting the car.
The frist time this happened, I read somewhere that the code is set if the voltage at the solenoid drops below a certain value for longer than a specific time interval. I will check the ground you have indicated. However, I still have the original battery.
From your knowledge of the C5 electrical system, should I be looking at replacing the battery first and cleaning grounds before taking it in to have the EBTCM replaced?
I agree: Check your batt first, AND, the grounds (clean the grounds thoroughly for they may be a contributing factor if not the culprit). Good luck to you. Let us know how it all turns out.
WOW! You pin pointed the cause of your problem in your own post. Looks like your battery is on it way out! I know it hard to imagine that a battery that will start the car without any issues could be bad, but it could. The voltage that the battery provides the vehicle during your initial throw of the switch drops way down and causes the module to have issues! A battery is a LOT les expensive than the EBTCM!
Checking and or cleaning the grounds is FREE and something that should be done anytime something electrical does not function properly.
I have the same problem on my 01 vert. C1214, when clearing it, it comes right back on. I'm thinking (hoping) that it's a loose ground connection because it's come on before and then gone away for a few days. Now though, it seems like it's here to stay.

I really hope you find a cheap fix for your car. I had the same code for about a month. Completed everything Bill recommends and no luck. Ordered the part (EBTCM) from gmpartsdirect for less than $700 shipped. 6 screws (which come with module) and two electrical connectors later and my car if fine again. Its a DIY project. Honestly I was scared that I was going to spend the money and not fix it. Make sure you have done every test possible before laying out the cash. I cleaned my grounds three times to be sure. Even with them checking perfect every time.
BTW: mine kicked the code twice for less than a day each time before failing for good.
