That is for bench programing
Get you dealer buddy to come by with a laptop and a tech 2.
I own my own tech 2 with GM sis programming.
Tool retails for about 5k and then the software licenses.
About 7k invested in tool without laptop to run it.

so the splice pack is for bench checking only then?so what do they need to do this im sure the dealer he works for has a tech 2 as a matter of fact i know they did because the tech 2 wouldnt link to the car with the old pcm bcm i thought he said the techs said that at the star connectors in the passenger side that you unplug the shorting bar and this module break out box plugs in there

here is a link to the SIS programming manual for the tech 2
This is the the program he will use with his tech 2 to reprogram your pcm and bcm.
If he works for a gm dealer he will be familiar with using it.

Did you check that both Starbus connectors are plugged in or does not have damage to their connectors or pins ?
If one or both are not connected then without the network nothing can talk to the other modules in car
