You may need to resynchronize them. You hold the lock and unlock buttons at the same time for several seconds while next to the car until the horn beeps.
Is this the procedure you are using?
Compliments of another CF member from a previous post...
"Try to resynchronize the transmitter by pressing and holding the LOCK and UNLOCK buttons for seven seconds when standing next to the vehicle." This will attempt to resynchronize the security code in your RFA key fob transmitter.
When resynchronization is achieved the horn will chirp. If attempts to resynchronize your transmitter to the vehicle are not successful, you man need to match the transmitter to the vehicle.
To match the transmitter to your vehicle:
1. Turn the ingnition key to the ON position
2. Clear any warning messages on the Driver Information Center (DIC) by pressing the RESET button.
3. Press the OPTIONS button on the DIC several times until the blank page is displayed, then press and hold the RESET button for two seconds.
4. When the message FOB TRAINING is displayed, push the RESET button once. The message HOLD LK+UNLK 1ST FOB will be displayed.
5. Press and hold the LOCK and UNLOCK buttons on the transmitter simultaneously for 15 seconds.
6. When a transmitter is learned, the DIC will display FOB LEARNED and then prompt you to learn the next transmitter.
7. Repeat steps 5 and 6 for each additional transmitter.
8. Remove the key from the ignition.
The programmer mode will shut off if:
You don't program any transmitters for two minutes.
This is weird but mine just stopped working too. I have the '97-'99 fobs. My trusty primary one had been working for quite some time and stopped. It would not re-sync so I switched to my backup which didn't work but I figured it was just not sync'ed but it would not sync either. I pulled the primary one apart and noticed very quickly that the chip in the upper right corner (labeled D32.7E9) had two broken solders out of four. I'm talking visibly broken, not cold solders that look like they are connected but are not conducting. I pulled my backup apart and it had the same problem!
I have only been doing the resync, not reprogram so I will try the reprogram next but I cant see it working with the broken solder. After that I plan on trying to touch up these broken solders when I have some spare time and see if that is the source of the problem. If so it could be the main reason for busted '97-'99 fobs.

I just opened my remote and it has the same problem. Im sure GM will take care of th e problem??? LOL 53,000 dolars and they wont even give you a parts discount!
