Since both headlights are affected I wouldn't assume it to be a fuse problem since they are on separate fuses.
Very rarely, I have a problem with my driver's side headlamp not coming up. After unplugging and replugging the connector just behind the headlight (the flat grey connector attached to the top of the wheel wheel) it's fine. Do that and see if there's any corrosion.
Again, since it's both, I would assume the problem is more centralized like near the BCM or headlight control module, and I don't have access to my service manuals right now but if I have a chance I'll take a look at the schematics and see if there's anything obvious.
A lot of people, myself included, have had problems with the plastic gears that raise and lower the lights but I have never heard of it affecting both lights at the same time.
I used to turn the switch off and on a few times and if that didn't work, crank up the stubborn light manually. After awhile I found that the light only need to be cranked up past the bad spot in the gears a few turns and then, using the switch the motor would do it the rest of the way. One of these days I'm going to get the aftermarket brass gears that are available.
similar thing happened to me...it was a fuse, and it was not the headlamp motor fuse?!?! It was the tailight fuse under the passenger foot compartment. I replaced it, and they worked.
Just had dealer replace the multi function switch for headlights not coming up. On way to work this AM no lights up. OOOps straight to dealer. Just talked to them and it was switch.
