What is this?

What is a Non Billet Exhaust Plate? How is that different from a Billet Exhaust Plate? They both seem to have the same mounting instructions.

A non-billet exhaust plate is made from a sheet of stainless steel,where a billet exhaust plate is made from a block of aluminum.
