I bought a 99 last weekend and the AC would blow out of all three positions, defroster, vents and floor at all times at the same time, So everything was blowing just was not blowing very hard. So I took the battery and battery tray out yesterday, the battery had been leaking and I discovered that there was a loose vacuum line just laying there. I ended up tracing it down to a broken vacuum valve that attaches to one other line before it goes into the firewall (I couldnt get pics of this I just felt around with my hand to discover and replaced it by feel) .. anyway as you can see the T valve or whatever it is called had been snapped by something I bought a replacement for a couple of dollars and all is well with the ac.
To find this valve there are two seperate vacuum lines coming out of either of the two wireing harnesses you can just trace down from that.
I ended up cleaning up everything with backing soda and water and re-taping before reassembly.
Thank you very much for posting on the repair. Looks like you have some battery acid leakage in the past. Recommend that you get all of that acid damage and frame rust repaired!! It will start to take its toll on the frame and wiring!! There are a couple of acid neutralizing sprays available as well as just using baking soda in a paste form. Once the acid is naturalized, wash the area and use one of the rust converters on the frame. Then paint the frame you should be all set. Were any of the vacuum lines in the wiring harnesses damaged?

all the lines were in great shape, no acid had gotten to them, I am real unsure of how the vacuum valve broke to begin with. I cleaned everything up real good before I went back together and re-taped all the wiring. Was a real easy fix and probably part of the reason the guy was selling the car...
I just bought a 2000 C5 for my wife with the same problem. It had a broken line under the battery too! This post saved me a lot of time, thanks for the writeup
