Headlights Opens Slowly?
Are these the original headlight motors (i.e. old plastic gears inside)? It's possible the gears are worn and the teeth are slipping so the headlight will not come up as quick. If you raise them manually, do you feel them opening smoothly? or do they slip? If you find they're not opening smoothly, then you'll likely need to replace the gears with new brass ones:

If both headlights are opening slowly and it's not the gears, but rather an electrical problem. Try applying an external +12V to the motor wires from to see if they raise normally. If they do, then the problem would be somewhere in the circuit to the motor like the headlight control module. If they still raise slowly then the problem is somewhere in the motors.
