I am ready to pull the crankshaft pulley so I can move ahead with my heads / cam project but my Helms manual does not indicate there is a keeper pin or a specific position for the balancer / pulley to be placed back onto the crankshaft other than all the way on.
So, before I pull the pulley off is there a specific position to ensure the balance is right or do you just pull the pulley back on and torque it up?
Unless you have a keyed crank the balancer just goes on, no specific orientation. I pined mine when I re-installed it, after all the stories on here of DIY guys having the pulley come off after re-install it seemed like the right thing to do.
My service manual says you are suppose to mark the balancer and put it back on as close as possible to the same place.
Also, if you are not going to key it, then I would put a brand new balancer back on. Otherwise it may (probably will) come lose.
The stock balancers are also known to seperate at the rubber.

A lot of them seem to loosen once they are removed once, I think replacement is a good idea if going stock.
Here's the spec for distance from the pulley to the crank snout end after the 240 ft. lb. tug.
You then torque it 37 ft. lb. and then another 140 degrees. I marked my underdrive pulley with a marker before the 140 degree torqueing so I knew how far to go.
