FALSE,,,,,,sort of!!! Depends on what DTC the CEL is reporting! If the DTC (problem) can damage the engine, it will cause the PCM to go into reduced power mode. If it is just an emissions related issue NO it will not cause it.

The computer is trying to tell you something. Check the codes. Search the forum on how to do do and what the codes mean.
