It sounds like you have a bad brake booster. Disconnect the vaccum line going into the brake booster and plug it with a bolt or something and then see what happens.
I had a simular problem on a Ford Tarus that my father in-law owned. Don't try and drive to far as it will take a huge amount of leg strenghth to stop car. Just do like 10 mph and see what happens.
There have been a couple of us that thought that BUT,,,,,,if he turns the car off and back on it resets the problem. It cant be mechanical!
Im saying NO the the BCM security issue! I believe that its the EBTCM or harness issue.

Maybe the vacuum is leaking by when he turns off the ignition, no more vacuum is being created and thus it releases. I certaintly would check it out as you have to go through the steps when trying to diagnose a problem like this, it can't hurt.

I had my front brakes lock once, and it was caused by deterioration of the brake hoses on the inside. The outside looked fine, but inside there were flaps of rubber that acted like a check valve. Once applied, the brakes would not release.

front brake houses were replaced 4 weeks ago
and calipers were cleaned
Had a stinking feeling that was what it was! Yep, the dealer gets a premium on that repair. The module is made out of unattainum or something rare like that!!
Your very best bet is to call Fitchners or Fred Beans mail order Chevy parts! There both forum sponsors and give good deals. Tell them your a Forum member and you get a decent discount. Installing that module your self is a snap! Its a plug and play!
You will be very happy with that decision! They use better hardware replacement parts than Dephi! I think Delphi uses rejected parts form some 4th world country!
Got the EBCM back, and the locking problem is gone!
new problem is code 1233 left front wheel sensor, need to replace the entire Hub assembly for that $409.00 at the stealership $162.00 at autozone. going to get it and have it installed soon.
