The panel is very thin plastic and it's eay to drill a series of holes with a 1" hole saw. Add grilles or screens, if you like, and you're ready to go.
Note that your underhood area will get a lot dustier.
Check Mid America or Ecklers, I think they may still have replacement fog light surrounds with openings. You can also remove the complete fog light surrounds, and then either leave a large hole or discuise it witht he Z06 screens. Most guys use velcro to hold them in place. Other guys, like myself, drill large holes or cut an opening. I cut an opening in each that's about 1 1/2" tall and 6" wide following the contour of the surround. This is finished with 1/4" black plastic mesh turned at a 45 deg. angle, which lets in plenty of air for the intake. Use a catalog picture of the surrounds to see where the 3 screws are. They take a 10mm wrench and require some dexterity to remove as you can't see them. To get the surrounds out, it's easiest to remove 5 screws holding the lower plastic pannel in place. This job is more easily done in warm weather when the plastic parts are more flexible.
