No, it should be slightly open when off. Just saw this in a post today. Do a search on Throttle body and I'm sure you can find it.

USROBO is correct! It will be closed- the ammount that the car needs for correct IDLE!
While you have the TB exposed, go ahead and clean it.
Just wipe it out with some carb cleaner and a rag.
