Do the headlights come on and just not pop up, or do the lights not come on at all when you rotate the switch to the on position? One possibility is the multifunction switch, but make sure you have checked all the fuses with an ohmeter first. I'd have to look in the service manual, but it may use relays to activate the motors. Really only a couple of obvious choices, no power or no ground. Bill Curlee may be the one to ask.
I'd try turning on the lights and tapping on relay 44, just in case it's stuck. Post what you find.

No luck tapping on #44. Did a search and a guy mentioned replacing the stalk switch. I assume this is the switch on the blinker. This thing started w/ inconsistent performance a month or so ago. It is something thats been going out.
If it's an intermittent problem, it could be the switch, bad relay or bad ground. Sorry I can't narrow it down for you without being at the car. If you look at a wiring diagram and measure for 12v at the lights and measure the ground wire to a good ground, one or the other is missing. The multifunction switch (stalk) may be not starting the whole sequence, but it could still be anywhere along the line. Grounds seem to be popular fixes for intermittent problems, they get corroded in the connectors. Again, wish I could tell you just where to look. The service manual also mentions a circuit breaker for the lights, but I believe it automatically resets if it trips.
A fail safe way of finding the problem is to take a voltmeter and test various areas of the power wire until you find where you do get power.
Start at the bulb and work your way back until you find where the problem is. it's time consuming, but eventually you will find your problem.
