Why do C5's exhaust tips bounce?

Why do C5's exhaust tips bounce?
I notice that just about every C5 I see drag racing has its tips bouncing up and down when its leaving the line? I've also seen it happen when they go over uneven pavement. Seems to be a ?problem? exclusive to C5 vettes. Anyone know why that happens, an if there is a way to fix it?

The rear mount is rubber and there is some play where the tab that is welded on the muffler slides into the rubber. This may explain the movement :yesnod:
