I know a cat-back system won't make much difference in performance without some long tube headers and hi flow cats. But how much difference in performance and sound would installing a Z06 Titanium muffler set and hi flow cats make? Are the cats easy to bolt up or would I need to cut and weld them in? Also what about passing inspection with hi flow vs stock cats. Just trying to see if the investment in hi-flow cats would be worth it without the investment in headers yet?

I love the sound of mine. Not too loud until you get on it, sounds almost stock at idle. I have the high-flo cats that came with the system.

My first upgrade was a Corsa cat-back system and it added 15RWHP without my headers. I then installed a set of SLP long tube headers and that took me from the stock 293 RWHP to 337 RWHP. I have since changed to Kooks and a H/C set up and so forth (see signature) and am happy where the car is for now.
I would definitely do the cat-back system especially if you intend to do more later on.
To answer your question about the high flow cats. I wouldn't waste my time putting them in even with a catback. You will have to cut the old ones out and either put an xpipe in place or weld the old H-pipe back on. You will see about 4-5 rwhp from high flow cats over stock. As suggested above go with a good catback, then later on put in a good set of headers with high flow cats and you'll get a good bang for thee buck.
