About a week ago I picked up my vette from the body shop. I had a minor accident and it required some painting. Anyway, every since then I've had some quirky little electrical problems such as...
1) My blinkers wouldn't work at all. They finally started working a couple of hours later.
2) Only one headlamp would pop up the first time I tried to turn them on. After a few cycles up and down, they both came up.
3) The windshield wipers stop in the middle of my windshield when I turn them off (Not good for driving).
I think the body shop may have spray the engine off and got water on a relay or in the fuse box.
The wipers have a park circuit and also a park mechanism. My 1994 Camaro Z28 had the spring on the park mechanism fail so that the motor cranked backward like it should have, but the wipers would park, and then keep going and stop in the middle of the windshield like you say. Replacing the wiper motor, circuit board, etc didn't solve it. I finally found the broken spring in the mechanism and replaced it with a spring out of a mechanical pencil and it lasted for at least another year until I sold the car.
