I'm assuming you're talking about a specific engine, like an LSx. There are engines that can make peak torque above 5252 rpm.
There are lots of engines that are relatively flat torque or have minor bumps above 5250 but they are very unlikely to be any engines with redlines below 8000rpm. So my statement, although very broad, does cover most any engine we talk about from any american manufacturer. And HP will always be higher than torque above 5250.

simply imo the cars would run the same et and same mph provided the cars were equal other than the numbers. ie gears, weight, trans type and both had traction.
