'98 headlights staying on?

'98 headlights staying on?
Hey guys,
Drove in to work this morning and the headlights won't go off. The headlight switch works fine when turned to the parking light position, but they stay on when in the off position. I've disconnected them, but the warning chime still thinks they are on. I pulled the 2 small fuses that control the headlight motor and they seem to be okay. If I manually close the lamps, they'll pop back up when I turned the headlight switch so I'm pretty sure it's not the motor.
Any other ideas what I should be looking for? Or is it a bad headlight switch inside the car?
