The switch assembly is screwed in from behind the cluster. Supposedly you can get the cluster out without removing the dash pad itself by lowering the steering column. I have removed the dash pad on my '99 to replace the HUD. Time to remove and replace, ready to drive, 2.5 hours.

I have removed the cluster in the past ( gauge bezels ). I was
wondering if the switch cover could be removed from the front
without screwing something up, and the bulb changed without
pulling the cluster.
Most likely wishfull thinking.
